On the constitution for an imaginary Martian nation state (more countries are joining the march already), Hélène Landemore's open democracy should work better than any democracy variety we have now on earth. But the real challenge, in Mars, or Earth, is to develop a global governance model other than whoever has the bigger gun rules.
